Depends how it is done. An 'accident' (thoughtfully prepared by a SEAL team 
or 
"The Boys" from the Negev) could kill some of the population and DEFINITELY 
tip the biowar program. We could ship in CDC spacesuit teams to analyze and 
offer help to anyone not in uniform and/or not carrying an AK, and be once 
again THE GUYS IN THE WHITE HATS. 
A F-17/FB-111/B-52/fill in your favorite bomb platform run would also cause 
casualties and essentially cause the scenario you describe.
