hello andy:
I certainly acknowledge that I am capable of misinterpreting data, but in
this instance I am joined in the same interpretation by more than one
individual of higher rank than you at the va.  Maybe all of us are dead
wrong, but maybe we're not.  whose to say.  even so, the position that we
have taken in the reslution is supported by competent evidence and is a
reasonable interpretation of what the va is up too.  you may not agree
that the facts are as stated, but others who should no say otherwise.
