Actually, it is.  The difference is that the person sitting in the car
with you provides another set of eyes, which is another chance for warning.
Usually, it also means that they will understand if you stop talking, mid-
sentence, to tend to your driving.  Experience tells me that someone on
the other end of a phone will not.... "Hello?  HELLO!!!??" which is quite
distracting.
