Their computing (and internet) facilities are provided for academic use, and officially, any non-academic use is forbidden. I think USQ would have a similar policy. IRC, drugs newsgroups, PPP adapters are usually very non-academic. Hence their being banned. You're lucky you're allowed to have your PPP adapter. We lose accounts for using such things. Which (although you mightn't agree) is a good policy, because it means that when academic work needs to be done, you can get through to the university, instead of waiting while other people look at http://www.playboy.com. While you complain about newsgroup censorship your post to the newsgroup did not cover that at all.
