were you passing the simulated COM port or the handle? PCBoard, being a
traditional bbs, will require a COM port that it can reach... with this in
mind, you have to use a virtual modem package that provides virtual COM
ports...

plus, PCB has to be able to accept a hot port and recognize that a caller
is already online and only needs to do the login stuff to enter...
