At first I thought: "Why do you calculate %jan1next ??? You don't need
that date at all! Just calculate %March31 and add 214 to reach %Oct31

But I now realise that %jan1 gives one advantage: The local date-format
doesn't interfere, unless you're Japanese! And since the distance to %jan1
of THIS year isn't a constant (leap years), you took next year! Why didn't
you ever tell ME this? Doesn't my reputation mean ANYTHING to you? ;-))))
