The whole thing sounds just like spam ... the receiver knows a
telemarketing call when
they get one but there'll probably be endless semantic loopholes that allow
the calls to
continue unabated.   In the end, I didn't sign up for the do not call list
because I
wanted to hear about others' experiences first.
