For as long as I can remember the term has been used by conservatives explicitly to characterize State Dept. policies seen by them as not being sufficiently pro-American. The classic example would be conservatives seeing a particular country as deserving condemnation by the US, but not getting it because the people at State were too busy trying to smooth things over through diplomacy, which of course conservatives see as wishy-washy, less than clear-cut and perhaps bordering on the traitorous. In short, the term foggy bottom is an epithet explicitly referring to State Dept. policies as seen by conservatives. The term, after all, is common jargon among conservatives, most of whom have never been to DC.
