I have already given you various reasons why they might want to go to
nuclear power. They certainly don't need a nuclear power plant to develop
nuclear weapons.

Do you really suppose either the French or the Russians would build them
such a plant if they thought it was going to be used for the purpose of
building a bomb?  It is preposterous on the face of it. You apparently are
a victim of American propaganda in which any country we don't happen to
like that wants to go to nuclear power must have sinister reasons for doing
so. On a superficial level, it might seem that an exporter of oil has no
need for a nuclear power plant and it is precisely on that superficial
level that US propaganda seems to take hold among some people.
