It was bundled with WPD 6.0, but it's not part of WPD 6.0, per se.
As noted, it's the editor from WP Office 3.1, which was a separate
product.  (A previous version of the Editor was included in the WP
"Library" package with the separate macro editor for WPD 4.2.)  It
wasn't documented in the WPD 6.0 reference because it wasn't part
of WPD 6.0, but I think the complete 6.0 package had some separate
documentation for it.
