If your horizon regarding 8 bit encodings is limited to CP437, you would indeed
not need to do that...

Normally one would not have to do that. If the message has a proper CHRS

If they are limited to those three encoding that might work. The world of
Fidonet is bigger than that howver.

Unfortunately there is not much sofware around in Fidonet that can properly
deal with more than CP437. :(

It may work for those who limit themselves to ASCII, CP437 and UTF-8.
However, as I wrote before, automatically detecting the encoding is tricky. So
if more than CP437 is needed, the user needs to interfere to tell the software
what the encoding is.
