I am using Windows 7 and I am having the same issue with Mystic 1.11 and the
last two releases with Mystic on this issue.

I am using the current version of Mystic BBS running under windows and after
I login and select O then d to download the qwk mail packets Mystic will scan
all the message bases but it will not download the qwk mail packets.
