This is a tough question to answer.  First of all, "power" means
different things to different people.  Second, a great deal depends on
the kinds of things you want to do in your programs.
Visual BASIC is mostly a relatively easy method of invoking methods in
either VBX or OCX controls (depending on the version of VB involved.)
It _can_ be used to do almost anything you want to, but if too much of
the program is written in VB, you typically end up with considerably
slower development, and the programs you produce may have speed problems
as well.
C++ tends toward the opposite extreme.  It's frequently used to create
the VBX/OCX controls used in many VBX programs.  C++ imposes virtually
no limits on what you can do, but may require more work on your part to
accomplish the things you want to.
VB is generally at its best when used to do either relatively simple
things, or things similar to what a lot of other people are doing.  C++
is typically at its best when you need to do relatively complex things
that may be relatively unusual compared to what others are doing.
