You are twisting my words. I did not say it was wrong. What I wrote was that
automatically determining the character encoding of text is tricky. And that
therefore it may not be a good strategy to automatically add a CHRS kludge once
it is out of the hands of the writer

It doesn't know and can not know and that is not how it works here. The
character encoding is selected by the /user before/ writing the message.
