Except for boot camp and Intel training at Coronado all the barracks I lived in, save one, were of the concrete type. No A/C and about half had no central heat, we had oil burning stoves. About the nicest was a WWII era wood building at Camp Pendleton. No A/C but it sat on a hill overlooking the ocean. Nice breeze and view. That said, there's no excuse for how long they have had to wait for medical care. If the Ft. Stewart hospital was overwhelmed they should have been shipped to another base. Have to ask my sister about this.
