Jeff and I seem to be the most recent "graduates" of the US military here; I know that when I came in in '81 the old-style rough-and-ready barracks were finally being retired in favor of more, , comfortable lodgings. The Air Force, from what I understood, had already cornered the market in hot tubs and townhouses, so we in the Navy made do with at least non-leaking roofs and windows, and heads within the same buildings (even if, in some cases, still communal). I would not be surprised to learn that the cinder-block buildings (with at least an inch of accumulated paint) were still in use in some places, especially in the south.
