subject: DOS vs WIN95 code pages (high_ascii char00:05:4008/31/97

I live in a french language environment where there is extensive
use of the high ascii codes to display accented characters.
MY PROBLEM:
In TSE_any_version (in DOS or DOS WINDOW or run from windows
direct) the high ascii chars seen in TSE are vastly different
from those seen in a WIN95 tool such as Microsofts Visual C
(MSVC) editor or Wordpad or whatever.
MY QUESTION:
Is there any way of adjusting the DOS code page so that TSE and
the WINDOWS programs agree on what they are seeing as high ascii
characters?
WHAT I ALREADY KNOW:
1  The default code page in DOS is 437 (the US code page).
2  Win95 (and maybe win3.x) use code page 928 (95% certain of
   this) which you can see via
     START/Programs/Accessories/CharacterMap
3  850 is a code page commonly used in Quebec.  It replaces a lot
   of the greek and line chars in 437 with accented chars used in
   European languages.
4  Code page 928 is dramatically different from 850 (and the
   other common DOS code pages) although they both cover all the
   accented characters of interest for European languages.
5  DOS code pages are commonly held in a file called "ega.cpi"
   in c:\DOS or c:\windows\command and two extended code pages
   named ega2.cpi and ega3.cpi can be found.  I don't know what
   they support asside from 850 (probably russian and polish etc)
   but not 928.
6  Code pages are commonly loaded with a command line syntax
   like:
     MODE con codepage prepare=((850) c:\windows\command\ega.cpi)
     MODE con codepage select=850
   In config.sys I usually add:
     DEVICEHIGH=C:\windows\command\display.sys con=(ega,,1)
     Country=002,850,c:\windows\command\country.sys
   although I don't think the config.sys settings make much
   difference.
