Which requires a majority of RCs to inform the IC that a new policy draft
would be considered.  I think the plan was to get the draft to the RCs so
they would do this.  However, the RCs either have not responded or the IC
is sitting on their requests.  My guess is that the RCs have not asked for
the referendum.
