It's essentially a language that is used to communicate with an SQL
database server.

With an SQL implementation such as Oracle, or Watcom SQL, one is provided
with three things :  A client-side API used for sending SQL statements and
receiving results, the SQL server engine itself, and a set of utilities
for those rare administrative tasks that cannot be performed via SQL
statements.

So, for example, one sends a "CREATE" statement to create a table and
define the fields of each record, uses "INSERT" to add records, and
"SELECT" to select a subset of the records in the table that match certain
criteria.
