I've come across this name in Cambridge quite a few times, in fact there is a 
road called Blinco Grove. It might be worth you contacting the local studies 
library in Cambridge (Local Studies Library, Lion Yard, Cambridge, Cambs, 
CB2, England) to see if they have any information about this, it could have 
been named after a person/family.
Soham itself is a village between Cambridge and Ely; there is a Little Soham 
and Great Soham and also an Earl Soham.
