Ok, I knew that. I guess I was thinking, to obtain a _global_ population
decrease, some countries will have to have almost no births at all, to make
up for those that aren't able to join the program. I'm assuming nearly all
industrialized countries (those of us with computer networks, for example :)
would need very low birth rates indeed, for a global negative population
growth rate. The countries without education, transportation, and
communications simply will not have negative population growth.
