OK. I guess the term "dipole" threw me off. I had this picture of
a 10m Inverted Vee with a 10m dipole sitting above it. If he wants
to make the pair work he needs to set them up like this:
                         10m IV
                         |
                         |
          -------------------------------- 40m IV
                         |
                         |
Put the 40m IV on top, 10m underneath with the 12 inch gap
(This is a top view). 
He should have better luck tuning it.
I've seen that design you were talking about with the rotor
control cable cut to various bands. A MARS member had one but
had to use a tuner. It seemed to get out OK for in state nets.
