There are no dates stored in the FAT.

The FAT is not itself a file!!
I think you mean a file's directory entry..???  The date of a file is stored 
at offsets 24 & 25 in the file's directory entry.
Ok here's how the date is stored:
bits 0-7 are stored in byte 24, whilst bits 8-15 are stored in byte 25.
bits 9-15 are the year, less 1980 (ie 1980 = 0, 1981=1 etc).
bits 5-8 are the month, 1-12
bits 0-4 are the day, 1-31
