Jim, maybe this question is better suited to a private exchange, but I
don't understand what that court decision meant. Also, I presume from
what you said that there currently is no conflicting decision by another
circuit court of appeals, which would make it much more likely for the
Supreme Court to decide the matter. Thanks!

P.S. If I seem like a legal dummy, I guess I am. It's been a long time
