there is no such thing as two fields for To name and destination address in
sbbs... they are combined into the standard blahblah@foo format...

where is it stated in FTS-0009 that there is a user name required in the MSGID
string?

why don't you try it and see if you get a response or bounce instead of arguing
about something you don't know about with your limited horizon? i mean, you
don't even run a BBS which is what fidonet is based on ;)
