Same things. Both are the same "problem", a disabled
(non-interruptable) loop.
Both will cause OS/2 to "hang" on 386 and early step 486 systems.
Neither will cause a problem with OS/2 running on later stepping 486
processors, Pentium (or later) processors, or systems with a watchdog
timer on the bus (IBM PS/2 systems).
It will cause a hang on ALL systems running Win95, and NO systems
running NT. NT uses a different (slower) technique to emulate the VDM
CLI instruction, Win95 doesn't use any "protection" at all. Neither
exploits the watchdog timer or the hardware capability in the Pentium
or later stepping level 486 processors to circumvent this.
