There is certainly no reason Wes could not reappear, in DSN or Voyager.
In Voyager, they would have to come up with a convincing reason for Wes
to *not* help the ship get back to the Alpha Quadrant.  I'm not saying
that he would have the power to transport the ship home, but he could at
least take a message.
Or maybe not.  Janeway *should* have asked for Q to get the ship home,
and she didn't.
