For W31 the install is not as complex as what you describe but
I would guess it could be considerably easier with the right
.EXE to automate the process.

One major flaw in the 'legacy' or 'survpc' concept. People lose
the diskettes with the drivers and other 'special' software
before the machine is a few months old. It isn't uncommon for
me to be offered a machine that the owner has not only lost all
of the support software the putz reformatted the drive erasing
everything that was working for him/her originally. 

My Compaq Presario was an exception, thank goodness. The setup
on that one has so many Compaq specific utlities I would hate
to have to reinstall them all and when I looked Compaq wasn't
offering them for download either. Sad part is they work quite
well. Almost a shame they are Compaq specific applications and
utilities.

changes to the disk. Impressive!

I've been told many Linux users keep WFWG handy as a backup OS.

W31 has a v5.01 IExplorer which puts it really close to the
bleeding edge. I think the browser that came standard with my
brother's W98SE machine is just v5.5 (or lower?). 

I know what you refer to but I blame the lousy webpage designs
as often, or more often, than I blame the browsers. 

Regardless of browser being used there will be webpages that
will self-destruct if your browser isn't exactly the same as
the one used when designing the webpage. Web designers tend to
be former non-programmers who experience an ego-burst once they
begin to get a few webpages working and then go off on a
whirlwind tour of every webpage function they can find trying
to stuff them all onto just one page.
