I think many people have assumed for some time that The Traveler's
people all had his ability.  I guess one interpretation of Kes would be
that all of her people "pass on" the way she did.
An alternative might be that Kes' unusual experiences in space caused
her mental powers to evolve in a unique direction, and that Traveler
abilities are learned and developed, not geneticly inherited.
