hello. i want to enquire about whether police vehicles in the Australian 
state NSW (et al) always have their video cameras operative during patrol ?
because i have this compulsive mischief on the roads (ie. i think its cool to 
dangerously/negligently drive, speed, disobey traffic laws etc). but my main 
concern is about speeding (and subsequently red-light cams :) )... anyway, 
yeah.. do the cops need to pull you over in order to penalize the driver's 
license merit points ? because how can they know which license number (ie. 
WHO exactly was the driver) to attribute the penalty ?
and as with the above case, how can speed-cams know _exactly_ who was the 
driver busted ? i mean, my car could've been STOLEN for all i care and hence 
it was not ME who was driving and it was not ME who should be penalized :)
