I can only tell you how to use PQWK202.  I think you need to speak to
Brenton about makemail or whatever.  If you are interested in PQWK202, then
I will tell you that in QWK2PKT, you should specify the option
"-Ttenmin.tbl", which is the same table that is used in PKT2QWK. 
The control.dat is NOT used as input to QWK2PKT anymore.  BFN.
