 I doubt the RFC's will help you in this case.  Those RFC's were 
 describing an old method for UUCP sites to transport news
 (versus email/news gateways).  I don't see that method in use
 much any more, since most UUCP sites understand the "rnews"
 command now.

 To: inet.address is an email convention, not a newsgroup convention.
 
 I think you're going to need to find someone who actually
