I bet that there are a lot of things that GR thought would be
nice to do in TNG but never got the chance...
I won't deal with the particular issue, but I bet that American
TeeVee is very resistant to anything other than "More of the Same, only
Different."
OTOH, there's B5 which did break some of those barriers.

I wish I could read it. Hell I wish I could publish

He should have gotten credit. I give co-author credit to my
old Trek GM for the ideas that I rewrote for Trek stories. I did all
the writing and characterization, etc, but his was the basic idea that
underpinned the whole excercise.
All I have to offer is credit where credit is due, and lavish
aprreciation for the creative abilities of my friends.
I don't wanna be negative or anything, but I wish GR's ego
hadn't been so ramapant. OTOH, who else but a raving egomaniac could
have pushed the whole idea through?
