Why couldn't one simply set up windows or monitoring zones or whatever
your screen-review software callsthem to ignore the scroll-bar?  Seems to
me this is too minor a problem to get all hot-and-bothered about and
distracts attention from more serious GUI problems.  Just one curmudgeon's
opinion.
