Ahhh. I finally understand. (I think ) So if a BBS running 28.8s now
wanted to install 56k server modems, the BBS would need to buy an ISDN line.
So does that mean that if 56k catches on Ma Bell won't `need' to charge
for local access? (Because of the increased cost of the ISDN to the server)
