Let's see... At over $200,000 per cell site (1989 dollars) and projections of
profit taking 10 or more years, why would anyone think that they can reduce
their rates?
I am suprised that they have stayed as low (or maybe even gone down compared
to inflation) as they have for as long as they have. For instance, I am
paying the same rate today that I paid 10 years ago in Dallas.

I would agree here, but on the other hand this is a gravy cow for the
cellular companies. They don't have to do anything and the other carriers
send them money!
