I think you have an IRQ conflict.  It is customary to set com1 and com3 to 
IRQ 4 and com2 and com4 to IRQ3.  If you want to use two serial ports AND a 
mouse you'll have to come up with another IRQ.  Maybe one port can be 
configured for IRQ 5 or something.
