True, he is the "top level", but doesn't seem to use that "level" to do much. Delegating is not always bad. Delegation depends on following up on what is delegated. Supervisors delegate all the time. If they didn't, nothing would get done. A good supervisor follows up on the task(s) that s/he delegated. Failure to follow up and make sure that the task is done all too often results in failure. In some cases, the person assigned will complete the task without the supervisor having to do anything except assigning the task. Still, it is incumbent upon the supervisor to follow up... if for no other reason than to be able to report that the task was completed.
