Not wierd at all.  Most modems above 19.2 have their input and output
jacks in parallel.  It's standard.  At 14.4 and below the standard was to
cut the external phone line jack off at the back of the Modem with a
relay.  If you are having trouble with others picking a handset
somewhere else on your system and interfering with your modem then I
suggest purchase another phone line or disconnect all other phones on
yourself when using a modem on your phone line.
Note if your phone wiring has many ports or jacks throughout your house
and they are split off before your modem even a relay inside your modem
would not stop the feature you describe above about (someone picking up
the phone and dialing).  The only jack a relay inside your modem a relay
could control would be the external phone or hand or headset you plugged
in to the external jack of your modem.  Sorry about that ;-).
