For incoming calls you get both I think since you are charged for the roaming
charge, then for the forwarding from your home area to the area where you
are located (the LD charge).  You get charged roaming + ld if you are roaming
and calling your home area, or just roaming if you are calling the area where
you are roaming in, at least that is how it works on GTE California.
