A mere fleshwound. Outside of environmentalists, no citizen's group has ever
successfully blocked a measure like this (They've forced votes or made votes
closer, however, they've never gotten them blocked). Politicians have a much
better chance of shutting down the project, however, with the potentially
devasting effects of such a move, don't be surprised if these groups don't
find a politically powerful ally (Don't be surprised, either, if a couple of
the leaders end up floating on your side of the lake).

Which means what? It certainly doesn't mean that you are on top of the pulse
of the politicians, who ARE the ones who have driven teams away. In every
instance (look them up), moves were based on owners not getting what they
wanted out of the stadium officials and the city/state politicians. Buffalo
bent over backwards and more importantly, Toronto is incapable of giving
Ralph Wilson the kind of revenue that he wants (I hear Canadians moaning
about paying $15-$20 CDN for CFL games. Imagine their displeasure of having
to regularly paying $50+ CDN and nearly double for their luxury boxes).
There's nearly a 30,000 difference in seating in Toronto and while the
Skydome has more luxury boxes, Wilson makes about the same from his boxes in
Buffalo and a move to Toronto would mean either losing $11 mil per year in
attendance revenue or increasing prices across the board. If Toronto is being
mentioned publicly be any of the Bills' officials then they are being used as
a pawn like Tampa was used by baseball teams for years.
