Local logon keeps the system from trying to do a domain logon. With
an all peer network such as Warp 4 with some DOS stations there is no
domain controller so the local logon saves a lot of time and surpresses
some useless messages. All this does is to verify the access
(user/password) from the local user list instead of asking a domain
controller to do it.
