They won't. You already have reciprocal agreements with other governments
so that, in some circumstances, a non-US citizen committing a crime under
US law against the US while overseas can be prosecuted (and vice versa).
The proposed law is simply adding circumstances. Ruling the agreements as
unconstitutional would remove an important weapon in your "war on
terror".
