BGI won't give you mode 13h (except if you've got VGA256.bgi or such, but it
doesn't do it well... if you look carefully at the docs on the routines from
graph.tpu, BGI was written for 16 or fewer color modes.)  The easiest way to
get mode 13h is to write inline assembly code (I don't mean the Inline(...)
trick, which is machine code).  I don't know too much about drivers, but what
kind of emulator are you talking about (i.e. floating-point emulator, 
raphics
emulator, machine emulator)?
