As you said, I wouldn't get too hysterical about it...yet. If he's molting as 
it is, those tail feathers may have been a little loose to begin with. I've 
seen some molting greys with only one or two tail feathers until the molt is 
over.  It never progressed to a plucking problem in those cases.
