I just checked in FastEcho.  It does have the options:

"Keep tearlines clean" or "Retear" but I don't see any options for stripping
or re-writing multiple tearlines.

At any rate, this would only seem to happen if someone were to upload a reply
packet on Telegard's internal offline system.  I suppose I could try the
Bluewave door to see if that makes any difference.
