So you discourage people from becoming terrorists.  Improve their living
conditions and prospects for a good life.  Hunt down and catch the
*individual* terrorists and make examples of them.

My preferred treatment for terrorists is to turn them loose.  Permanently
blinded, with no arms, legs, genitals, body hair or ability to speak more
than a grunt.  Insure that they are aware that the parts removed were
ground up and fed to hogs.  Pump Muslims (and Israelis as applicable) full
of sterilized pork fat before turning them loose, and be sure they know it.

Put billboards in areas where prospective terrorists are likely to see
them, with pictures and captions like "You, too, can become like this,
just follow Osama bin Laden."

Incidentally the Israelis are missing a tool here, pictures of the bloody
mess that the suicide bombers make of themselves with a caption something
like: "This is how  went to meet Allah.  Do
you really want to go to Allah looking like this?"
The pictures, of course, would show only the bomber and none of the damage
or casualties s/he caused.

The reason this won't be done is that it doesn't require a massive military
buildup, conquest of foreign nations or the use of the latest
wunderweaponry.
