IRQ Conflict.
Unless you have a serial card that allows shared IRQ's, you need to assign a 
different IRQ to each port. At default Com 1 & 3 are both set to IRQ 4 and 
Com 2 & 4 are set to IRQ 3. So if you're trying to use com 3, it conlicts 
with com 1. Try setting com 3 to IRQ 5 unless it's being used by something 
else. IRQ 5 is normally LPT2, so should be free if you don't have 2 printers, 
or a nic or some other device using that IRQ. If you have a 4 port serial 
card, you might also want to check the manual for shared IRQ's. If you have a 
2 port card, and 2 ports on the MB, then compare CMOS availible IRQ's for the 
ports to the IRQ's your board supports and split them up so you have a 
seperate IRQ per port.
