I have been setting up folks on a new system that requires complex passwords, with 3-month changes and a 24-password memory. They have to contain three of the following: uppercase, lowercase, numbers, and symbols. I have recommended using a mnemonic sentence (like Every Good Boy Does Fine) and mixing cases/substituting numbers (3 for 'e', etc.). Another way is to pick one good password and tack on the date: k1AAtuDEC03 and change the month/year each time you have to change it: in three months change it to k1AAtuMAR04.
