Normally, com1 and com3 share IRQ 4.  If you have a mouse on com1, and
want to use a modem on com3 (AND already have another modem on com2),
you need to change the IRQ for the modem/com3 to 5 or 7, and make
sure you don't have anything else using that IRQ (like a sound card).
